The Hie Sannō Mandala depicts the guardian deities of Hiyoshi Grand Shrine, who protect Mount Hiei. The mandala’s composition mirrors the layout of a Shinto shrine, with the upper part functioning as an inner sanctuary. The inner sanctuary features the deities of the Seven Hiyoshi Sannō Shrines within Hiyoshi Grand Shrine’s grounds. At the center are three particularly important deities known as the Three Saints of Sannō. The Ōmiya (Western Main Shrine) is shown in the center in a Chinese style, flanked by the Ninomiya (Eastern Main Shrine) and Shōshinshi (Usagū Shrine), all rendered in the form of Buddhist monks.

The outer sanctuary depicts the seven principal deities of the Seven Hiyoshi Sannō Shrines in the form of Buddhist bodhisattvas, arranged in the same configuration as the Big Dipper. The mandala served as a symbol of welcome for the shrine’s guardian deities and was displayed in Saikyōji Temple during important ceremonies.

On the reverse side of the painting is an inscription that reads “Second year of Tenshō (1574), the eighth abbot of Saikyōji Temple, Shingen Kantoku.” The mandala is considered one of the finest Hiei Sannō Mandala paintings produced during the Kamakura period (1185–1333).
